The development of information and communications technology is being introduced into public administration. In terms of budgetary savings and the demand for improving the quality of government services the urgency of public-private partnership application increases. The paper presents the entity of public-private partnership mechanism, characteristics and purpose of their introduction into e-government projects. We also show the most commonly used model. We prove the economic efficiency and the benefits of the transition to the principle of " platform management " under the concept of "lean government". We give examples of international practices. The paper analyzed the Russian project case "The school portal" of the Moscow region, implemented by PJSC "Rostelecom" and Moscow region government. The study states that e-government PPP projects based on the principle of "management platform", implemented in Russia require a comprehensive review.
