Abstract:

The article analyzes the practice of the implementation of public-private partnership in the subjects of the Volga Federal District. The rating of regions in terms of development of PPP with the release of "regional leaders" and "regional outsiders" has been presented. The analysis of PPP development in the subjects of the Volga Federal District was held in a view of the development of cluster initiatives in these regions. The author's suggestions for the use of PPP instruments for cluster associations has been presented.


Highlights:

► at present, deserve attention such PPP projects as: construction and reconstruction of highways; modernization of transport infrastructure objects; development of cluster zones
► another mechanism of economic development, spelled out in the long-term vision of social and economic development, is the formation of innovative regional clusters (IRC)
► to date, the use of the cluster approach is a leader in regional and municipal strategies for socio-economic development
► today the priority of cluster policy in Russia is not only to identify innovative growth points, but also in the promotion of their development
► despite the obvious progress of the public-private partnership development in Russia as a whole, to date, there are still considerable scope to accelerate the development of PPP mechanism, in particular at the regional and municipal levels
