The article presents an approach to the efficiency assessment of government programs, based on finding correlation between the volume of funds allocated for the development of the territory, and the level of social and economic development of the territory, which would enable to make adjustments in the next stage of the programs implementation. Methodological principles of the developed model are based on the identification of the dependence of the performance indicators of the executive authorities on the content of the potential for development of its current, innovational and institutional components that are concentrated in government programs, using multivariate regression analysis. The methodological tools of the model were tested based on the example of federal subject. This approach can be used to adjust the next stage of the implementation of government development programs in relation to the volume of funds allocated both for individual items and sections of the program and for the program as a whole.
