The article reviews the chance to revive the construction market due to the use of the panel housebuilding technology. For last years, the the residential building has been main driving force of the construction complex, however, the income of the population is dropping and the need in cheap housing is increasing. The government takes part in construction of such housing when it implements the special-purpose federal programs for provision of the population by affordable housing. Construction of housing from the prefabricated reinforced concrete will allow to solve this issue due to the reduced prime cost of construction and the reduced time. Modern plants that produce panels may issue the high-quality products in which faults are corrected that the Soviet panel housebuilding period used to have. The increased volume of residential construction will allow to increase activity of the construction market in years of the crisis. Materials of the article may have the practical importance for representatives of the investment and construction complex.
