The study represents the principle for determination of regional risks based on the institutional approach to the territorial development that allows to localize them as investment and business, material and budgetary components. Based on the combined approach to risk assessment and analysis with the use of the expert assessment methods, mathematical statistic methods and weighting factors, they have been diagnosed as exemplified by the local territory. The data collection and treatment algorithm has been suggested for analysis and quantitative determination of the complex regional risks. Based on the integral risk assessment its dynamics has been visualized that allows to numerically differentiate consequences of the development of the negative situation. The method described may be useful to territorial executive authorities as well as to local self-governing agencies during modeling of scenario conditions for development taking into account the chance of the damage.
