The article analyzes characteristics of public-private partnership (PPP) management system in global practice. We also explore the principles of effective management and PPP policy formation process. We conclude that the states having PPP on the initial stage of development should study the foreign experience and design their own PPP management systems based on the best and the most suitable successful foreign practices.

- PPP management can be divided into three levels: local (regional), national and supranational
- The government does not always cope with all the managerial functions and tasks in PPP development: in this case, they create autonomous structures of PPP development
- We may distinguish three types of development centers: competence centers, functional and multifunctional centers
- The work of administrations responsible for PPP depends on common effectiveness of public administration system functioning in the country
