Abstract:

In the conditions of an unstable economic situation and an extremely limited information on the condition of the real estate market in small municipal units, it is proposed to merge the municipalities of the region into several homogeneous groups, using the indicators and the integral indicator formed on their basis. An essential advantage of the proposed integral indicator is not only in the implementation of the analysis of territories during certain periods, but also in the possibility of combining these observation periods in one, in order to show the direction of the development of real estate market within a certain territory and to evaluate their effectiveness. The author substantiates that the assessment of the condition of the real estate market on key indicators should be integrated into the organized process of territory management, as well as in the process of formation of the analogs base in determining the value of the property, should be armed with scientific justification and operational making of management decisions. The present study will be useful for heads of regional and municipal authorities, as well as for practicing real estate appraisers.


Highlights:

► in small municipalities there is a lack of information about analog objects; in conditions of the large variation of the cost of 1 sq. m. of the proposed real estate (over 30 %) it shows that the sample is not sufficient to consider it as a representative
► the author proposes a method that allows to generate a list of real estate analogs in municipalities with a similar socio-economic development of the real estate market through the use of indicators
► the main feature of the proposed indicators is that they have an impact on the formation of the real estate market and, therefore, can be used by the leadership of the municipality, so it is able to identify critical problem areas of risk and the potential for its development
► an essential advantage of the proposed integral indicator is not only in the implementation of the analysis of territories during certain periods, but also in the possibility of combining these observation periods in one, in order to show the direction of the development of real estate market within a territory and to evaluate their effectiveness
