Abstract:

The article analyzes some aspects of the international practice of government's long-term infrastructure planning development and use of public-private partnerships (PPPs). We conclude that the rational suitably adapted elements of foreign experience may be used for improving the effectiveness of PPPs in Russia.

In recent years strategic goals alignment and long-term planning of infrastructure development become an important part of public-private partnership policy in growing number of countries
In many countries, some infrastructure sectors are under the responsibility of different state authorities. Such "departmental dissociation" often becomes an obstacle to a unified approach to infrastructure complex and intersectoral infrastructure balance development
Long-term infrastructure planning became an important instrument of economic policy of Singapore. The Conceptual plan is in its base
Recently, in 2011, Great Britain made the transition to long-term investment activity planning in infrastructure development
In the context of long-term planning there is a remarkable experience of the Republic of Belarus. It was the first country of the EAEU that has adopted a planning approach to its infrastructure development
The development of public-private partnership mechanisms in the Russian Federation enters into an active phase. After the adoption of the 224-Federal Law "On PPP, MPP in the Russian Federation" and the last package of amendments to the 115- Federal Law "On Concession Agreements" the legal framework for PPP has substantially strengthened and there is an increase in PPP projects and its fields and industry range expanding
