Abstract:

The current state of the housing and communal services sector requires operational regulation from the state, as well as the development and implementation of effective tools to withdraw it from a protracted crisis state. However, like any market system, the HCS sector has inherent functions of self-regulation, which today are realized not in a full measure. The development of the level of self controlling is possible by increasing the professionalism of its subjects, including the introduction of international standards, based on comprehensive and systematic approaches to the management of residential real estate objects.


Highlights:

► among the key areas of implementation of the Housing Industry Development Strategy till 2020 marked such components as the attracting private investment in the HCS sector; the improvement of the system of relations between the owners of an apartment house, management companies and resource supplying organizations
►the created competitive environment on the market of management companies will allow to implement market functions, which will stimulate the improvement of the basic indicators of activity of the enterprises of housing and communal services
►the implementation of a systematic approach to the management of residential real estate objects will contribute to the development of the market of housing and communal services
► serveying allows to implement the systematic approach to the management of real estate in order to ensure its effective functioning
