The article is devoted to the implementation of model of private-public partnership (PPP) in housing. The approaches to the implementation of long-term targeted housing programs at the levels of Russian Federation subjects and municipal entities have been offered. The objective factors that confirm the use of PPP tools in housing have been revealed. The proposals for the development of targeted housing programs have been formulated.
Highlights:
► the main economic problem is the severe shortage of the solvent demand, the inability of the vast majority of the population with average and low incomes to purchase housing
►various forms of the state participation in the regulation of the real estate market should be carried out with the involvement of non-profit organizations
► the erroneous idea that the state or the private sector alone can ensure the creation of a new segment of the real estate market will lead, at best, to the postponement of the becoming, and at worst – to the monopolization and disproportion in the segment
