Abstract:

The article provides an overview of the manifestations of fluctuating employment in the world’s countries. The author substantiates the relevance of the article and, in this connection, the reference to the world experience. Based on foreign and domestic scientific-practical literature, the author analyzes the category of fluctuating employment and individual forms of its manifestation – the phenomena of freeters and NEET’s. The authors discuss the peculiarities of employment, labor motivation and professional education of the unsteadily employed persons and set a question whether or not such persons should be considered as market participants. Finally, the conclusion on the relationship between fluctuating employment and professional education is made. The article was prepared for publishing with the aid of grant No. 16-02-00290 from Russian Foundation for Humanities. Project title: Fluctuating employment in Russia: possibilities and difficulties of increasing the labor potential efficiency.


Highlights:

► potential possibilities of fluctuating employment are: declining living standards of the employed population, unemployment, inefficient fulfillment of labor functions, development of shadow economy
► one of the compulsory conditions for formation of a flexible labor market is the creation of qualitative institutes of social support of the unemployed in order to establish balance between the employment guaranties and market flexibility – the situation called ‘flexicurity’ in the English-speaking countries (‘flexibility’ + ‘security’)
► governments of certain countries develop mechanisms to protect employees from fluctuating employment; one of such mechanisms is institutionalization of the social support of the employees who work on an irregular basis (casual employment)
► disadvantages related to the professional education of labor market participants are a considerable factor decreasing the stability of employment and having a negative effect on labor market functioning
