The author discusses conceptual approaches to the definition of adequate employment. The emphasis is laid on the importance of implementation of adequate employment concept principles when developing and implementing the Strategy for Ensuring Adequate Employment in Rostov Region until 2030. A complex of measures for implementation of the strategic priorities of adequate employment in Rostov region is proposed; possible threats to strategy implementation have been considered, as well as the possibilities.

► a systemic vision of labor problems, interests of subjects of social-labor relationships and possibilities of their realization enables to substantiate optimal ways of labor potential development, increase of human capital, saving and accumulation of national wealth
► implementation of adequate employment criteria is an objective basis for securing the economic growth through creation of the conditions for a productive, creative labor, liquidation of poverty among the employed population, adequate protection level of rights and interests of the employed persons

of a well-to-do society, creation of incentives for human capital development
► adequate labor is a possibility for all-round realization of a human’s right to labor in the conditions of high efficiency and on the basis of equality, safety, social partnership and integration, development of human dignity
► in the developed foreign countries there is a considerable experience of the development and realization of regional strategies for ensuring adequate employment; these strategies are a tangible embodiment of the scientific achievements as for the conceptual essence of this category
► the improvement of labor organization and conditions implies growth of satisfaction with labor through broadening of the circle of labor functions, increasing of the personnel’s decision-making autonomy, creation of the conditions for self-improvement
► the main principles of the system of adequate employment management is the development of social partnership and production democracy
