The article investigates the external labor migration as a source of labor in a region with a labor force shortage on an example of Irkutsk region. The author analyzes the age, gender and qualification structure of labor migration, the number of migrants by country of origin and the labor market of the Irkutsk region.
Highlights:
► it is impossible to specify the exact number of foreigners employed in the economy of the Russian Federation: a considerable part of them works without having patents or work permits and therefore it is not counted in the official statistics
► the abolition of the quota system for the “visa-free” migrants and the transfer of the most of the powers to regional authorities demanded changes in the approach to the assessment of the effectiveness of the use of foreign labor
► the largest number of foreign workers is employed in construction (about 60 %) and in the logging industry (about 13 %)
► the percentage of foreign workers in the regional labor market still remains quite high, as well as the need for inflow of human resources
► birthrate reduction, which began in the nineties and lasted until 2007, is one of the factors conducing to the deficit of the regional labor force
► the pressure on the pension system is directly reflected both on the economically active population and insurance premiums payers, and the work of budgetary system in general
► economic instability, harsh conditions of the labor market and a high probability of losing a job still affect the turnover
► the preservation of a workforce balance in the forecast period is expected on account of increasing of the number of employed people outside the working age and the number of people not engaged in the economy
