Abstract:

This article describes one of the most pressing problems at the present time – the problem of unemployment and its dynamics on the example of the Republic of Bashkortostan. The analysis of the dynamics and the level of unemployment in the Republic of Bashkortostan within the span of 2000–2013 has been provided. The measures aimed at fighting against unemployment has been offered. The article reviews the economic relations in the use of human resources. The state of economic and social attitude in the consistent development, from the capitalist to the present days, and the problems and trends of the Russian labor market, to which the working-age population have to face, has been described.


Highlights:

► Russia's employment policy have not found an exact strategic orientation, does not provide a rational employment; it is mainly aimed at a staff reduction and an increasing of the percentage of unemployed, and at a social assistance to the unemployed
► professional training systems for the unemployed are created, corresponding to the needs of the market economy, networks of educational facilities are formed, educational programs of the documentation and reinforced education technologies and organization of an educational process are developed
► the unemployed can provide themselves with finances without special training by the means of public works; subsidization occurs at the expense of employers and partial employment fund
► today the primary and the secondary professional education falls within the competence of the federal subjects of the Russian Federation, it will allow to orient the structure of provided educational services at the needs of regional labor markets more softly
► low wage level in various industries leads to the dismissal of qualified personnel to the other sectors of the economy and to a reduction in the demand for professional education
► the employment policy as a whole yields positive results, as the number of the employed in the economy is increasing, the amount of money, the volume of funds allocated from the federal and regional budgets, are growing
