Abstract:

The article stated and substantiated methodological principles of formation of a control system to overcome the negative effects of the closure of unviable enterprises in the process of restructuring the coal industry, based on the development of socially oriented programs. Article is intended for graduate students, researchers, and in the field of economics and management specialists, project managers, and heads of the coal enterprises and associations. In addition, the article will be of interest to employees of all levels of authorities and specialists in the field of industrial restructuring.

Highlights:

► at the closing of the mines should be taken into account the possible negative social and economic consequences, which are understood in the first place, reducing the loss of life and the prospects of further development of coal-mining areas
► the main reason for growth of social tension in the coal-producing regions undergoing structural reform, is dissatisfaction of the population in all or several socio-economic indicators of life
► at the planning stage of liquidation activities generated projects and programs to respond adequately to problems arising in the process of restructuring the negative socio-economic processes in order to reduce their destabilizing impact on the situation in the coal-producing regions
► under the operation of control systems regulators PNPRUO and implementation of projects and programs PNSEP mine closure should be understood there is a relationship of participants restructuring of resource, time, regulatory and methodological possibilities
