Abstract:

Population’s life quality is the basis for formation of brand new labour force, necessary for transition of Russia to innovative economy. The author shows connection of human potential development indices and innovative activity in Russia in comparison with indices of developed countries. The author assesses efficiency of federal budget expenditures on innovations, analyses innovative activity of Russian Federation on interregional level and defines leader-regions.
