The relevant character of the subject is related to the need to determine new ways and methods of the complex development of the Russian territory. Increased competitiveness of regions and the country as a whole leads to growth of wealth and the life standard of populations as well as to the increased significance of Russia on the global stage. Approaches based on the use of the natural raw material as the determining competitive advantage are often replaced by innovative approaches to the territorial development. One innovative approach to the territorial development is creation of “competitiveness poles” that enable increasingly effective use of territorial resources. Based on the long-term French experience in creation and development of “competitiveness poles”, taking into account adaptation of these processes to Russian conditions, “competitiveness poles” as elements of innovative and complex territorial development may become the significant competitive advantage of Russia and increase its cumulative potential. The purpose is to develop the innovative mechanism for creation of “competitiveness poles” on the Russian territory to increase its competitiveness. Results of the work done may be used for more detailed study of the role of “competitiveness poles” in the territorial development. The suggested mechanism may be used by state administrative bodies to determine prospective types of economic activity where formation of “competitiveness poles” is most reasonable and effective as well as for development of certain measures for their creation.
