Abstract:

The article is focused on the need to form the Russian national economic model with the scientific and innovative keynote. Transfer from the innovative development model suggests the highly effective environment for generation, transfer and commercialization of technologies. The study analyzes reasons for scientific and technological underdevelopment of Russia and proves the need to refuse from the model of raw material dependence that has run dry. The suggested economic model with the scientific and innovative keynote includes conditions, principles and emergency measures needed to create the effective innovative environment, adequate economy based on the scientific knowledge and high technologies. The study may be quite interesting for researchers, lecturers of high schools, postgraduate and master students, whose scientific interests are focused on issues of formation and development of the national innovative economics.

► formation of the new knowledge, creation and appliance of innovative technologies for the purpose of the social and economic development determine not only the role and the position of the country within the global community, but also the level of national security provision
► for the long time, the structure of the Russian economy, industrial and technological, investment potential and the human capital actually “work themselves to death” due to the capacity created within the state-planned economy
► to create basic conditions for effective operation of the national innovative economy, three most important components must be present and developed – the research environment, the industrial competitive environment and the mechanism for their interaction
► the Russian innovative economic model is impossible without transformation of the scientific system based on the principles that correspond to mechanisms for knowledge production.
► objective advantages of the market mechanism must be used to transfer to the effective scientific and innovative economy
► the most important condition for start-up and development of the prospective economic model is the complex state policy for support and maintenance of the Russian scientific and innovative environment
