The problem of stimulation of development of business in the region and the area is analysed. It is offered builds new institutes, mechanisms and instruments of stimulation of development of business on technological base of the electronic and open government. Virtual platforms are considered as the main forms of realization of such institutes, mechanisms and tools. The directions of stimulation of business with use of IT technologies are offered. The directions allow to create and support a complex of the incentives focusing people on occupation by business and create the favorable environment for business activity. The presented results can be interesting to researchers of problems of development of the Russian business. The offered classification can be used when developing projects of improvement of systems of the electronic and open government.
