This article is dedicated to the analysis of organizational and economic instruments for the solution of the problems of youth on the regional labor market. The research results have demonstrated a high degree of profitability (return) of the professional training programs conducted by Kemerovo Employment Center. Most respondents (88 %) got jobs after undergoing these training programs; at that, 76 % found jobs within the period of less than three months. The study has also revealed a serious problem, namely, the absence of an effective method for the efficiency assessment of the professional training of the unemployed citizens in the Employment Center. The only method that Kemerovo Employment Center uses to determine the efficiency of the professional training is the number of unemployed who found jobs after undergoing professional retraining. Unfortunately, this indicator does not reflect the situation as a whole. Some unemployed citizens remain unemployed after undergoing the professional training or find jobs not in the area of their specialty. In this connection, there is a need for a constant monitoring of employment of the persons who underwent professional retraining. Such monitoring will enable to assess the actual work results of the Employment Center as for retraining of the unemployed persons.
