In this article the author proposes an approach to the development of requirements to educational programs implemented based on outsourcing principles. Such requirements are developed on the basis of a general list of requirements to competencies of the employees of different levels, including competencies that are to be achieved in the course of special trainings and competencies that can be achieved through teaching by other employees.
