Abstract:

The study is aimed at solving the relevant problem of the economic growth intensification under conditions of the transition to a new economic paradigm predetermined by the society’s neoindustrialization and the appearance of “knowledge economy” typical of such a transition, as well as on the indices defining this economy and growth factors. The solution of this problem is performed in this article by means of the retrospective analysis of knowledge economy, its structure and classifications of knowledge as the basis of its functioning, as well as an overview of the existing index calculation methods, revealing of the countries dominating in prevalence of locomotive factors that are the drivers of the economic growth at the present stage of the economy development. The author also presents a regional experience in accumulation, broadcast and distribution of knowledge by means of human capital transfer. The work has been performed with an in-depth studying of the scientific literature and use of the methods of horizontal and vertical analysis, deconstruction, modelling, system approach. The author has studied the works of the leading Russian and foreign authors, performed the analysis of works and statistical databases of international development institutes, national and international statistical and consulting agencies. This article may be of interest for the researchers in the field of knowledge economy and human capital, relevant ministries and authorities and contains recommendations as for the industrial policy improvement and institutional modernization for the increase of the economic growth rates.
