Abstract:

The article analyses institutional changes introduced in regional higher education pursuant to Federal Law No. 273 “On Education in the Russian Federation”. It shows the role of the RF President’s decrees issued in May 2012, legal and regulatory acts of RF subjects, and orders and resolutions of RF Ministry of Education and Science in the development of higher education. The conclusions at the end of the article reflect the authors’ position on improving the organization, content, and quality of higher education in the regions. This publication can be helpful to associaes of regional education dpartments (ministries), theoretists and practicing workers interested in improving the creativity of national higher education.
