The search for new sources and ways for integration of capitals into the national economic system, as well as the analysis of the issue of preserving capitals within the country draws our attention to such tool for developing investment sources and acceleration of economic growth applied in the pre-revolutionary Russia as the insurance activity. The article reviews insurance as a tool for activation of investment processes in Russia the the second half of the 19th - early 20th century. The Russian government policy is analyzed that is aimed at using the insurance activity to expand investment opportunities in the country, and the main spheres of capital investments by insurance companies are shown. This research can be useful to students, postgraduates and professors of Economic specialties.
