The article discusses the importance of developing international sea freight and passenger services between the Caspian countries. Nowadays, cargo turnover and passenger carriage by all means of transport, especially marine one, are reducing in Russia due to the absence of the government’s attention to this industry at the initial stage of market reforms. Renovation of old and construction of new ports will develop the profitable passenger routes between Makhachkala and Derbent ports and the ports of other Caspian countries. The author proposes a step-by-step development of passenger shipping: the first step is developing internal links, and the second step is developing international links. Russia should create all the necessary conditions for active sea transport development before the final decisions on the Caspian basin division are made. This will ensure the availability of high-quality transport services to the population in compliance with social standards. This study can be useful to state government bodies of the Republic of Dagestan, Federal Marine and River Transport Agency, as well as students studying social and cultural service and tourism.
