Abstract:

The paper presents scientific analysis of documents and practice of realization of all-Russian task – transition of economy on innovative runway. The author found and clearly showed that in the pursuit of high report data on the level of innovativity of projects, researches and developments, finances for state budget, substitution of notions often occurs. Situation when category “innovations” and cluster of generic notions connected with it are not defined practically in regulatory documents and conceptually allows manipulation with report data and creation of situation of innovative stagnation, which was negatively estimated by the president of Russian Federation. Author’s constructive suggestions may be considered as starting point in realization of Russian economy modernization program.
