Abstract:

Nobody doubts the inefficiency and inadequacy of modern higher education management system in Russia, but suggested approaches to its modernization are quite ambiguous. The author’s solution of this problem is rather unique and original. Russian system of higher education management may be considered as centralized model with certain sprouts, which form the transition to decentralized form. We need to form more perfect management system on the basis of network communications for fastening of this process.
