Abstract:

The article describes the results of the comparative analysis of the systems of material and moral incentives of public management in Russia and abroad. The authors also formulate guidelines for the improvement of the Russian incentive system for public officers, including recommendations on the education system improvement and advanced training for public officers, performance reviews, staff turnover, as well as the introduction of the strategic management principles in the incentive system.
