The article provides recommendations to improve the system of intergovernmental equalization in the Russian Federation, based on comparison of the best world practices of intergovernmental equalization and the Russian system of equalization of budgetary security of regions. Recommendations developed, among other things, on the basis of econometric modeling techniques address issues of establishing a policy in determining the total amount of equalization transfers, calculation of budgetary expenditures index, and improvement of intergovernmental equalization at the regional level.
