The author draws a distinction between global infrastructure development problems and those specific for Russia. As a solution of the infrastructure development problems, the author has proposed to use public-private partnerships, develop financial derivatives market and strengthen the market competition in Russia. The research results can be used in the development of programs for infrastructure project funding.
