Abstract:

Based on an analysis of current trends in the development of Russian higher education and its reform plans, the article discusses the prospects for consolidation of institutions of higher education, the creation of federal and national research universities. Along with the positive aspects of such reorganization observed its negative side connected to the monopolization of regional markets and the decline of educational administrative capacity to monitor the activities of institutions of higher education.
