Abstract:

Educational crediting under conditions of experimental governmental support is presented by the author as new “growing” in Russian society institution, in which the state performs dual function: on the one hand – the guarantee, on the other – contracting party. The paper considers risks of administrative barriers which may occur in such situation, losses connected with them and mechanisms of overcoming such barriers.
