Abstract:

В последние десятилетия руководство страны стремилось получить максимально подробную отчетность от исследователей, получающих финансирование из государственного бюджета.  В этой ситуации университеты столкнулись с изменением режима финансирования: были введены национальные системы финансирования, основанные на оценке результатов исследований, а также системы финансирования, базой для которых стала оценка производительности научного труда. Университеты во многих странах мира сейчас сталкиваются с измерением и сравнением результатов их научной деятельности. Они оцениваются по единой системе, которая используется для всех областей знаний. Подобные системы созданы для удовлетворения потребностей  самых престижных и самых сильных университетов и традиционно популярных и производительных областей знаний. Все остальные вынуждены адаптироваться, чтобы выполнять требования формального соответствия.
