Abstract:

The task of modernization of Russian economy defined by the president requires bringing into play mechanisms for innovative development and formation of national innovative system in the country. One of the main conditions for innovative system effective work is dichotomy of state and private sectors. This means separation of functions and responsibilities between state and business in innovative sphere and their purposeful cooperation in innovative economy development at the same time.
