Abstract:

The paper presents author’s argumentation of failure of institutes of higher education enlargement policy based on merge of several establishments of different profile. The article offers methodology of horizontal integration of institutes of higher education at the resource level based on network interaction. The author have worked out the informational and communicative infrastructure for this integration. The paper bases the reasonability of formation of federal universities in the form of network organization using informational and communicative system, in development of which the author has taken part.
