Abstract:

The new knowledge gained by scientists from research on «the forefront of science» gained the status of scientific only through recognition by the expert community. The first step towards such recognition is the publication of the material, its imposition on the court of competent public. But before we must overcome the fi rst major milestone: «test» for compliance with the «quality» of scientifi c products installed by institute of disciplinary publications.
