Abstract:

Monthly the press leaves thousand scientifi c editions, andtens or hundreds thousand scientifi c articles which canbe published in scientific journals or research collections.Scientific articles also can be transferred to storage inspecialized storehouses. Thus each scientifi c article shouldpass a peer review stage.Unfortunately, the institution of scientific publications inRussia still has «rather wild» nature, the reasons of that arerevealed in the article. This randomness is caused by a largenumber of new players at which there is a natural generaldecrease in quality.
