This article deals with the problems of understanding and contemporary role of social policy in the socio- economic space of Russia. It is noted that social policy is a relatively "young" line of action of the authorities . The role of social policy in modern society increases , moreover , the company is moving from concepts of cost and irrevocable social spending to the concept of human capital , social investment , recognizing the fact that more reliable investment of resources than rational social spending , currently not exists.
