The article reviews Russian and foreign experience of managing multi-dwelling units and the process of their privatization. The subject and object of management are defined. The authors studied special aspects of professional management of multi-dwelling units in Russia and abroad. Based on the study results, they concluded that the most advantageous and efficient way of managing a multi-dwelling unit is creation of a homeowner association which takes the responsibility for decision-making and delegates the execution to a facility manager. This system is quite applicable to the Russian reality and is in compliance with the legislation. This study will be of interest, first of all, to housing stock managers.
Highlights:
► privatization allowed a lot of families with different income to get their own dwellings, but it also caused the heterogeneity of homeowners which led to problems in multi-dwelling unit management
► in Russia, if the homeowners have not chosen the way of house management, the municipality does it for them
► the most common practice of multi-dwelling unit management used abroad – creation of associations (condominiums) – will be the most optimal for Russia, too
► the most advantageous and efficient way of management is the creation of a homeowner association
