The authors analyze the current functioning of public-private partnership system in the Russian housing market and determine its role in development of the regional rental housing market. It was established that a region’s competitive advantages and the level of agglomeration development (that is the priority of the current policy) are the main conditions of PPP projects implementation in the market. The authors propose some development scenarios for segments of the regional rental housing market. Belgorod agglomeration was used as the object of the analysis. This study was funded by Russian Foundation for the Humanities. Project No. 14-32-01319.
Highlights:
► the major part of rental housing market is “in the shadow”, where monopoly pricing takes place without state control
► among public instruments of housing market regulation used in Belgorod region, we can mark out the restructuring of housing demand and developers’ pricing policy
► PPP projects are meant to make rental housing more available to economically active population of the region
► the main obstacle in the rental housing market is the weak management institution
► based on the analysis of the region, it is possible to determine the development scenario of the rental housing market segment
