This article shows the material on the basis of which the methodology is developed for analysis of rural areas in terms of their fitness for location of rural youth residential and industrial complexes. Competitive advantages of rural areas as a permanent place of residence were analyzed. The main advantage is the factor of housing access that is able to become the driver for development of rural settlements, provided that the employment of population is ensured. To resolve the task of provision of small settlements with industrial and residential units, RYRICs are suggested as the tool for a complex resolving of spatial and economic tasks for the development of rural areas in the region.
