Abstract:

The author gives brief characteristic of the prospects of modernization in the country. The article proves the necessity government participation in innovative activity financing. The government should become not just the sponsor but the investor of modernization and take a leading role in control of innovation activity in the county. The investment economy should be based not on the raw materials, but on the intellectual capital.
