The article analyses the state housing policy implemented in the FEFD (as exemplified by Primorsky Krai) which main tool is housing mortgage loan. Mortgage loan has different characters, together with commercial mortgage the social morgage exists that works within the program “Apartment for a Young Family” and helps to resolve the housing issue for the people under 35 years old. However, these and other measures (housing and building cooperatives, equity construction) due to the whole range of circumstances (low income of the population, high housing prices, big percentage rates for mortagage loans etc) don't allow the population to resolve the housing issue. The experience of implementing the housing policy shows us that it needs correction. To provide those who are in need with houses, the combination of market mechanisms and social measures is essential. Houses should be granted on the basis of the social lease (rent) to average- and low-income people. It is also necessary to develop company housing construction. The wide range of various measures that help to develop the housing construction will allow to provide the FEFD population with houses.
