Abstract:

The article estimates the condition of the Russian housing and mortgage market on the background of the declining macroeconomic situation, problems of operation are detected, dynamics of key indicators is analysed. The effect of mortgage on housing market development in the existing macroeconomic situation is studied. The special attention is paid to the analysis and evaluation of mortgage risks under conditions of growth of uncertainty on financial markets. The need in the state regulation of the housing mortgage system (HMS) is proven and justified, tools for the state regulation are suggested. Implementation of the said measures will provide for the stable and incremental development of the HMS under conditions of general economic instability. Statistic analytical methods have been served as methodic tools for this study.
