Abstract:

The article reviews methodological issues of feasibility study and development of projects implemented in the sphere of medical services with mutual participation of governmental and private partners. The practicability of creating a coordination platform to increase the effectiveness and quality of strategic partnership projects for the healthcare industry is proven.


Highlights:

► it is necessary to define primary strategic directions at both federal and regional levels
► the implemented initiatives are to be annually reconsidered and corrected upon the results of the interim assessment if necessary
► a contract signed between partners shall clearly define the indicators for monitoring and criteria for the private partner’s activity assessment
► the presence of project passports allows detecting most preferable and riskiest partnership forms
► the creation of a coordination platform is suggested for more precise coordination
► the role of the coordination platform in the implementation of strategic partnership between government and business is the most important at the stage of initiatives accumulation
► the benefits from selection of projects that suggest participation of government and business in the conditions of the coordination platform’s functioning are saving of time and funds for selection of partners
