Today, safeguarding and improving the food security of Russia under the conditions of the embargo is a primary concern. To solve the issue of import substitution of basic food commodities and raw materials, it is necessary to revise the state agricultural and food policies and reassess previously adopted APC development programs and projects The authors of this article have explored the issue of preservation and development of sausage manufacturing as a means to improve the country’s food security and analyzed the demand and market structure under the conditions of import substitution. Using the results of the case study of “Krestyanskoe Khozyaistvo Makarova I.M.” LLC, the authors traced the dynamics of the sausage market in Penza region and determined the direction for its further development. The emphasis is made on the need to develop a protection policy for agricultural producers, without which import substitution is impossible. The authors’ suggestions on preservation and development of meat packing industry can be implemented by regional and federal manufacturers to expand the production capacities under the conditions of import substitution of raw materials and to enhance the country’s food security.
