Abstract:

The authors explain the main definitions and essence of national security, also presenting the characteristics thereof. National security includes food security as its integral part. The quality and level of the population’s social and economic development is characterized among other things by the sufficiency of food, because food production is a number one condition for life-sustaining of the direct producers and, hence, the production of any kind. Food security is a prioritized direction in the Russian Federation’s policy. It encompasses a wide range of national, economic, social, demographic and ecological factors. Food security should be based, first and foremost, on the mobilization of internal resources in order to provide guaranties. The importance of solving the food security problem consists in giving it a certain status and legislative framework.


Highlights:

► in this connection, there is a necessity to identify the most destructive national security threats damaging the national economy
► the solution of the problem of ensuring national food security will be facilitated by the adoption of a system of legal and regulatory acts reflecting specific aspects of this complex and multifaceted problem
► any state is responsible for the nation’s health and has to ensure that the market is filled with qualitative food products; hence the improvement of the standards for food products and raw materials have to become a prioritized direction in the state policy
► for an objective assessment of the food security state and also for its maintenance on the optimal level, it is necessary to use a system of special indicators enabling its complex and concurrent consideration in its dynamics and comparison
► The main external factors on which the food security level depends include the population income level and the amount of the state financial support of the agricultural producers
► under modern unstable economic conditions, the problem of ensuring the country’s food security is not just related to the agrarian sector, but it is also a complex problem related to the sustainable macro-economic development of the state, its capacities as for the socially-oriented policy implementation, persistent improvement of the living standards, use of the advantages of the international division of labor in the agricultural industry
► the importance of the food security problem solution in Russia consists in assigning a particular status thereto and in the development of the respective legislative framework
► in our country, the legislative framework of the food security provision, its legal and statutory regulation is complicated by certain difficulties of the agroindustrial complex development; therefore, there is a necessity to develop a comprehensive legal framework aimed at providing a sufficient and healthy nutrition to the population and at ensuring the country’s food security
