Abstract:

The food security analysis, as a rule, is made at the state level, according to the indicators and guidelines provided by the Russian Federation Food Security Doctrine. However, food security is mostly formed at the regional level that allows to provide for food security on the national basis. Nowadays there is no well-developed complex procedure for food security assessment of the regional economy. This determines relevance of this research. The article substantiates the author’s analytical procedure for food security at the regional level of economy and its approbation with the example of the Southern Federal District (SFD). The author’s aim was to develop a complex universal procedure for the analysis of the regional food security. To achieve the aim, it was necessary: to develop the system of indicators for food security assessment; to define the assessment criteria; to synthesize the model for analysis and assessment of the regional food security. The article includes the algorithm for gradual application of the regional food security assessment procedure. The model based on the universal food security assessment procedure at the regional economy level is developed. Its specific features are its complexity and versatility that allow to make a comparative analysis of the food security level of the country’s regions and to suggest correction measures within the agricultural food policy taking into account WTO requirements. The theoretical significance of the study lies in the substantial supplement to studies on models and instruments for food security analysis ay the regional economy level from the viewpoint of feasibility of the indicators and criteria for regional food security assessment in the conditions of Russia’s membership in WTO. The practical significance is the development and approbation of the suggested procedure based on the assessment of the SFD’s food security indicators.The work has been done with financial support from the Russian Foundation for the Humanities and Administration of Volgograd region, project No. 15–12–34006 “The Assessment of the Agrifood Policy Effectiveness at the Regional Level”.
