Abstract:

The article deals with the problems of technical modernization of the labor market: the state of work places and productive assets. The calculations showing the number and share of the employed people working in the conditions not conforming to sanitation and hygiene standards are presented. A conclusion is made that the material and technical market component currently undergoes demodernization. The research has been performed with support of the Russian Humanitarian Scientific Foundation’s grant № 15-02-00482. The project name: Social and cultural determinants of Russia’s modernization development: the method of measurement and analysis of the causal dependences in 2015–2016.

Highlights:

► an important aspect related to the modernization requirements is the state of jobs affecting the working conditions and, as a consequence, the quality of labor potential
► deterioration that occurs in working conditions in the real sector also affects the general economic situation
► decrease in the number of people employed in the real sector is due to the development of service sector, which is a general trend in most developed countries
► another problematic area of the labor market modernization is the state of the productive assets
► the Vologda region is not an evident outsider, but its performance of labor technical modernization is below average and continues to deteriorate in terms of labor material and technical resources
► technical condition of the labor market (and particularly, the whole real sector) is a serious obstacle to social and economic modernization
