Abstract:

The article puts forward a method for the formation and implementation of socially-oriented projects and programs ensuring the population employment in the coal-mining regions during coal-mining industry restructurization.


Highlights:

► dissolution of unviable companies and enterprises of coal industry in the process of its restructuring inevitably entails a number of negative social and economic consequences for the population
► the most socially significant and costly thing is to ensure creation of new jobs (including those in the private sector)
► the system of formation and implementation of local social and economic development programs consists of 2 subsystems which include 5 stages of implementing all the basic management functions
► one of the conditions for the successful implementation of local social and economic development programs is sustainable and economically sound allocation of the state financial support between its recipients
